Presentation of the Study on the Impact of Thermal Retrofit on Heating Behavior and Energy Costs
On October 2, 2024, the presentation of the sociological survey report titled "Gender Analysis and Impact Assessment of Multi-Apartment Buildings Energy Efficient Retrofit" was held. The event was attended by representatives from UNDP, partner government agencies, local authorities, international stakeholders, NGOs, and the media.
The survey aims to assess social and economic impact of energy efficient retrofits on household heating behavior and energy costs. In his opening remarks, Mr. Yeghiazhar Davtyan, Chief Specialist of the Policy Department at the RA Ministry of Territorial Administration and Infrastructure, commended the collaboration between the government and the UNDP-GCF program. He highlighted that this partnership tackles multiple challenges: social-economical, energy well-being, and environmental.
"Such research is crucial as it enables us to assess residents' satisfaction with the thermal insulation works," said Davtyan, noting that the number of citizens who, after seeing thermally upgraded and visually enhanced buildings in their community, express a desire to join the program is steadily increasing.
The sociological survey, conducted in Gyumri, Dilijan, and Stepanavan in October-November 2023, was coordinated by Astghik Mirzakhanyan, national expert on social impact assessment and gender issues for the UNDP-GCF "De-risking and Scaling-up Investments in Energy Efficient Building Retrofits" project.
According to her, the data collected will be used to address issues such as the proper management of energy efficient retrofitted buildings, the creation of reserve funds for their maintenance, and the development of energy efficient behavior among residents.
"Women and houswifes play a key role in deciding family budget allocations, highlighting their importance as 'agents of change' in shaping energy-efficient behavior within the family," said Mirzakhanyan.
Diana Harutyunyan, UNDP Climate Change Programs Senior Adviser, emphasized that although this is not a large-scale study, it is crucial to capture residents' opinions on the outcomes of energy efficiency measures. "Constructive suggestions made during the survey will help guide more effective actions in the future," added Harutyunyan.
